On April 19, 2021, Government Decree No. 396 of March 18, 2021, came into force, aimed at terminating from January 1, 2022, regulatory legal acts establishing a tariff quota for the export of unprocessed softwood. This measure was taken under the instructions of Russian President Vladimir Putin following a meeting on the development and decriminalization of the forestry complex; and by the implementation of the action plan for decriminalization and development of the forestry complex.
From January 1, 2022, a restriction is introduced on the export of unprocessed timber from the territory of the Russian Federation:

conifers;
-
valuable hardwoods: oak, beech, ash.
Also, from July 1, new requirements came into force to forest users engaged in harvesting, processing, export and storage of timber. In a single system, timber and transactions with it should be recorded. Thus, it will be possible to trace the entire chain: from logging to the manufacture of finished products and their export outside the country.
It is noted that this will allow eliminating gray schemes, getting rid of the criminal component of the forest business and making the work of bona fide companies and enterprises more convenient.
